- A maximum of 18 players per team may be registered for the tournament. During each match, all substitutions deemed appropriate may be made.
- The list of players (with fixed squad numbers throughout the tournament) and player licences must be presented at the table 30 minutes before the start of each match. This list may not be modified during the tournament. Note: This list of players (fixed numbers and date of birth), as well as the coaching staff, must be sent to the tournament coordinator one week prior to the start of the competition.
- Only players in possession of the corresponding federation licence will be allowed to participate.
- Matches in the group stage will have a duration of one half of 25 minutes. The top two teams from each group will qualify for the final phase. The bottom two teams from each group will play in the consolation phase.
- The final phase (1st and 2nd place teams) will be played as knockout matches (quarter-finals) on Saturday morning. The winners will compete for 1st to 4th place, and the losers for 5th to 8th place on Saturday afternoon. On Sunday morning, the final positions from 1st to 8th will be decided. This phase will be played entirely at the Sendero Municipal Stadium (natural grass). Matches will consist of two halves of 20 minutes, except for the final, which will be two halves of 25 minutes.
- The consolation phase (3rd and 4th place teams) will be played as knockout matches. The winners will compete for 9th to 12th place, and the losers for 13th to 16th place. This phase will be played entirely at the Sendero Municipal Auxiliary Field (artificial turf), and matches will consist of two halves of 20 minutes.
- Warm-ups will take place in the area previously designated by the organisation.
- Only substitute players and staff members previously registered by the club will be allowed in the bench area.
- Each club will have two organisation delegates available throughout their stay at the tournament.
- Group stage:
- Match won: 3 points
- Match drawn: 1 point
- Match lost: 0 points
- Result between the teams involved
- More goals scored
- Fewer goals conceded

- Final phase:
- Final: two halves of 25 minutes
- From 3rd to 8th place: two halves of 20 minutes
- From 9th to 16th place: two halves of 20 minutes
- The rules of the game shall be those of the Riojan Football Federation, affiliated with the Royal Spanish Football Federation.
- The referees and assistants will be federated officials from the Riojan Referees Committee.
- The referee may add any stoppage time deemed appropriate based on the development of the match.
- There is no limit on substitutions. Substitutions will be made at the halfway line with the authorisation of the field delegate. A straight red card results in suspension for the following match. A second yellow card only applies to the current match. Yellow cards are not cumulative.
- In the event of a kit colour clash, the teams will reach an agreement or a draw will be made.
- The tournament balls will be those designated by the organisation.
- Any incident will be resolved by the organising committee, whose decision shall be final.
- Participation implies full acceptance of these regulations.
- Group C note: Against E.F. Arnedo, if a team wins by more than a +3 goal difference, the result will be recorded as 0–3. Any other ties will be resolved according to the general regulations.
